Actually, with the exception of whey, the ingredients in pepperoni are dairy
free. The lactic acid starter, sodium/potassium lactate and the lactylates
are not from dairy sources. The FDA restricts the use of dairy source lactic
acid, and any ingredient derived from it, to be used in dairy products only.
BTW, Hormel Pepperoni is on the GFCF (casein free-gluten free) safe food
list.

This is what FAAN and the FDA have to say about dairy sounding ingredients.

Lactic Acid:
Sources: molasses, corn starch, glucose. Use: preservative, flavoring.
(Lactic acid can also be produced from whey, in which case it is dairy, but
its use is restricted by the FDA to ice cream and cream cheese, which you
should be
avoiding anyway.)
Note that FAAN says of lactic acid that it does "not contain milk protein and

need not be restricted by someone avoiding milk."

Lactates:
The product is Pareve. Lactates are made mainly from sugar cane." Note that
FAAN (The Food Allergy & Anaphylaxis Network) says of calcium and sodium
lactate: "They do not contain milk protein and need not be restricted by
someone avoiding milk."

Lactylates:
Note that FAAN (The Food Allergy & Anaphylaxis Network) says of calcium and
sodium steryol lactylate: "They do not contain milk protein and need not be
restricted by someone avoiding milk."

Caseinates:
Can be animal or vegetable based, but are almost always animal based and are
even included in such foods as canned tuna fish.
FAAN's response: Should it be avoided if you are mildly allergic? Definitely.

Whey proteins (lactalbumin and lactoglobulin):
FAAN's response: Should it be avoided if you are mildly allergic? Definitely.

Glucono delta-lactone:
Made by fermentation of pure D-glucose.
FAAN's response: Should it be avoided if you are mildly allergic?  No.
