You might want to check with folks who provide "tiered reference services" to
see how they divide time.  I worked in a library that did that, they had
students answering basic information questions and some ready reference.
Librarians at the desk answered general reference questions and performed as
needed short instructional services.  In depth reference assistance was done
on a scheduled basis at the convenience of the student.  It wasn't full proof
and there was some flexibility (unscheduled time spent with anybody around the
end of the semester was less since staff tended to be busier at that time) but
it seemed to work pretty well.
