I think Brent has a different grace period in mind.

If you can clarify a point... Was this ham a Tech Plus previous to the
15th of April 2000? If so, the code credit should count for upgrade
credit now. If not, he'll have to take the code test again if the year
for the CSCE has passed. Regardless, your friend will still have the
hf privs for Novice/Tech Plus.
