the Citibank machines have volume controll.  However, the NCR and
Diebold machines that are at Bank of America, Wells Fargo, Fleet Boston,
Mellon, Bank One and U.S. Bank do not have volume controll.  volume
controll when it is available is written into the final settlement
agreements of Bank of America and Fleet.  Bank One has only a pilot
agreement.  Wells Fargo was first and the settlement agreement applies
only to ATM locations in California.  Mellon is in litigation and is
likely piloting the machines as part of its legal posturing in the
lawsuit.  U.S. Bank is doing talking ATMs on its own.

The short answer is that only Citibank has volume controll and two other
banks have legally enforceable arrangements where it will be added to
the machines once it is available from the ATM vendors.  It is not
currently available now from NCR or Diebold, but it is hoped that such
functionality will be available soon.
