I wish to thank everyone who has responded to this issue.  I have resolved
the problem with booting from a floppy, as has Kathy, and thought I would
share it with the list.  This one will be filed for future use!  Much thanks
to Stanislav Rabinovich.  Curious...

>Try to create bootable floppy disk manually:
> 1) go to machine with w98
> 2)check viruses, especially boot-viruses!
> 3)remove write protection and insert your floppy disk
> 4)Click Start-Run, then type: format a: /s

> This will put 3 files in the correct order:
> io.sys
> msdos.sys
> command.com

> The 4th file drvspace.bin could be deleted if you
> are not planning use disk compression.

> Be careful, do not type "format c:" !!!
