 While I haven't tested it yet, I have been told that the echo/delay effect
with Internet voice conferencing is due mainly to feedback.

A headset/microphone combo rather than microphone and external speakers
connected to your computer's sound card eliminates this.

I believe it works because I have had echo-free conversations by turning off
my speakers while speaking into the microphone and then turning them back on
to hear my friend's reply.
