For those of us with older computers and versions of screen readers, the
answer is always "no" about downloading Flash.

Its interesting for me to find that most times, when it is claimed that
Flash is needed to show a web site, the site shows anyway even when Flash
isn't downloaded.

I will soon upgrade, but for two years now, I have avoided the Flash problem
by not downloading.  I also removed it from one computer at work and that
"fixed" the problem.
