ATX power supply problem

I have just recently changed the 200W AT power supply in my computer for a
230W ATX (the motherboard supports both types) It is behaving strangely
though, pushing the power button doesn't turn it on unless the power supply
has been running in that last few minutes. The signal reaching the power
supply from the motherboard to turn it on seems to be correct & I can turn
it on manually by shorting the power on pin to ground, which starts the PSU,
and then pressing the on button to start the cpu (the short is then
removed). After running a little it can be turned off and on the normal way
quite successfully.
Is there anything that can be done other than replacing the PSU?
