Modem Error No Dial Tone

A friends computer will no longer connect, he gets an error saying no dial tone.
We have ruled out any problems with the phone lines or using the incorrect jacks
on the modem. Device Manager says the modem is working properly. Tried connecting
using HyperTerminal but got same error message of no dial tone. Tried to update
drivers but response was that the best driver was being used. The modem is a
Rockwell HFC 56k Data Fax PCI Modem and is on com port 3. There was a storm in
the area the night before his modem stopped working, could this have destroyed
his modem? Is there a way to tell if the problem is his modem or something else?
