This is something you might try. When I had this type of problem, this
solution seems to work.
 Find the location of all the drivers for the effected components, modem
Ethernet card.. You said, " I have the dreaded the PCI Ethernet Controller
and the PCI Card". Ok boot up into safe mode. Go to start > settings >
control panel > systems > Device manger > remove all listed modems  > remove
only the network adapter (s) that you are having problems with.  Any
component with a yellow. question mark next to it.  Reboot your PC. Windows
should detect new hardware and reinstall your drivers for your hard ware.
You may need to browse to the correct location of the drivers. Some drivers
may be on the WIN ME disk. Good luck.
