You may still have some luck by manually loading the himem.sys & emm386.exe
on your floppy.
The easiest way to configure this is to use the memmaker utilities. If you
have to you can use the
version from 6.xx msdos, just replace the himem.sys & emm386.exe with win9x
versions. Once
you've done this you should be able to format the HD.
