As David said, the website was probably asking how often you want the site
refreshed, which has nothing to do with your computer's refresh rate.

Your screen refresh rate or "frame rate" is measured in hertz,
cycles per second.
  1 cycle per second = 1Hz.
  1000 cycle per sec = 1KHz
  1 million cycle per sec = 1MHz

Your monitor's frame rate is in the 50 to 100 Hz range. The higher the
refresh rate, the less noticeable "flicker" and eye strain, and more work for
the video card and processor. Normal is about 60 to 70Hz.
