As you describe it, ... no there is no Windows or any other OS that I am
aware of , or video driver that will support this. But if what you mean is
two or more separate Desktops, running off the same computer
simultaneously, then all you need is some kind of virtual desktop program.
Matrox provides a really good one with their drivers, here is another nice
freeware one http://www.freepctech.com/rode/003.shtml,  and a really full
featured shareware one is Enable Virtual Desktop
http://www.enablesoftware.com/evd.htm.

All of these will allow you to hot key between multiple virtual Desktops.
You can combine Virtual Desktops with multiple monitors which will provide
you with a very productive workspace. However none of these will allow you
to port different Desktops to separate monitors.
