From the description he gives, I would imagine it's St. Lawrence Market, at
Front & Jarvis.

But as Todd pointed out, it's usually pretty easy to find goat meat in
Caribbean neighbourhoods (and there must be about ten or so such pockets
all over Toronto) and also, in neighbourhoods with significant Muslim
populations, you may be able to find goat meat  at local butchers.
