You have not made your point very clear on why U.N. Secretary is incapable of his current status. From my own perspective, Mr. Annan, is indeed a bright scholar with the vision to direct the course of the U.N.
See the UN official website for Annan's profile and immense contributions to humanity in all forms ranging from policy-making and designing strategies for peace and stability across the globe.
Mr. Annan falls in line with some former and current great African leaders with the guts to save the world from calamities. As a proud son of the Ghanian heritage, Mr. Annan has surpassed the trials and tribulations impose on the U.N. by powerful world leaders. In a word, Mr. Annan deserves a pat on the back; this is evidenced by his selection to serve as secretary general for two terms. If this man is a novice, what the hell he's favored so much by his colleagues to lead for the second time? Why did he win the peace price? Think about it, Matthew and see the U.N website for details.
