since I asked the question about PayPal I thought I should post the answer.
for me, having Internet explorer five point Five, i had to enable "show
pictures" in the Internet Options; it's located on the advanced tab under
multimedia.  I still couldn't read the code with the screen reader but a
sighted person could.  Jim snowbarger provided me with that info, for which
I thank him.  He also describes the rest of the registration form
beautifully, minus that information, in the archives of this list, as kelly
Pierce stated.
