Steve,
I agree that sponsership would be fine. It would remind those not using
the sap that it is there.

Will the fcc require that stations that don't have stereo run the closed
captioning for the main audio?  In San Francisco I could use an antenna
for the pbs described programs and Dishnet for extra channels.  In
Oceanside, between San Diego and Los Angeles, I couldn't get PBS with an
antenna so quit Dishnet and got cable.

The satallites and cables without stereo could run alternate channells
with dvs.  A lot of people who don't think of themselves as visually
impaired are going to enjoy the descriptions, as will those using tv as
radio, watching a monitor or driving a car.
