Actually, the Html and Mime stuff come from Microsoft products that are
not configured properly. Unix/linux programs like pine send text as a
default, not HTML. What needs to happen is for people to set their email
programs to send in plain text. The Mimetype needs to be set to "note"
instead of "quoted printable" which is unfortunately the default in
Microsoft programs.

I run a list on the St. Johns' University server. If you don't want to
accept any attachments, you put this line in the list header:

files=no

 A list should never accept attachments because it runs the risk of
spreading a virus to everyone who is subscribed.
