I recently had a similar problem at home.  Only in my case, a busy signal
came on even before the modem finished dialing.  After an hour, and as I
began looking for something sharp, I realized the problem was that I had
just had Call Waiting cancelled on my phone line.  The dialer was still
dialing the call waiting cancel code, and that's what was screwing
everything up.  I deleted the code and everything was fine.  Sometimes it's
the simple stuff that gets you.  :)
