There's no quite equivalent program to msconfig, but the Updates I believe
are handled in the Scheduled Task Control Panel. One other way to check,
that I just thought of, is to install a firewall software like ZoneLabs
ZoneAlarm. It will tell you before any program can access the internet,
and keep a list of the applications that you did and didn't give permission
to. This way, even if you aren't there when it happens, you can look at
the list, and see at least what attempted to access the internet.
