The steel should be painted and flashed. Whether it is is a different
question.

Ask us in ten (or a hundred) years whether the painting and flashing was
actually done; which developers decided the problems wouldn't arise during
the time they owned the building; which construction managers decided it
wasn't needed; and which contractors didn't install it properly.
