The MMUs of the 386 and up are designed around 4KB *pages*. Win16
didn't use paging, it swapped "segments" of variable size; Win32,
however, does its swapping in terms of pages. So all of the disk I/O
associated with virtual memory -- and that often includes other file
read/write contexts -- is going to be in multiples of 4KB.
This applies to NT and 95 as well....
