At http://www.buycheapsoftware.com  you can buy a full OEM version of
virtually all versions of WINDOWS.  A good buy is a full OEM version of
W95 OSR 2.1 for $45.  Current versions tend to be more expensive.  e.g.-
WINDOWS ME is $97.  They also have NT server and workstation.
