That's the very point that the PGA disputes.  Their position is that the
stamina involved in walking the entire lenght of the course, which is
substantial, is part of the  competition.  They would argue that to say that
it's not relevent would be the same as saying that baseball is entirely
about hitting the ball and running around the diamond is irrelevent.  Use of
a golf cart in this case would not be a reasonable accommodation since it
alters the basic parameters of the competition in a substantively
significant way.

Of course, the golfers real job is to attract fans.  Convince officials the
people will show up to see him play, and they'll find a way to get him into
the tournaments.  If Tiger Woods suddenly said that he wasn't going to play
if he couldn't use a cart, how long do you think it would take to change the
rules.

Personally, I find the entire game of golf so mind numbingly pointless I
have a real problem giving a darn.  If everybody could ride the game would
be different but would anybody really care?
