Don't expect anyone here to know your answer. The only people who could
give you an answer is Blackboard and it looks like they just wanted to
stonewall you.
However, exactly what aspect of Blackboard did you try to
access? Blackboard is really many, many different things. I have been
accessing the main Blackboard site with JAWS 12 for a long time.
I assume you are talking about their Webinar tool.
