Anthony,

    In most states, in order to receive Federal funds, each state must come
up with matching funds. Generally, the Independent Living Center monies comes
from the Vocational Rehab. Act. Sometimes when a state can not come up with
full matching dollars the Feds cut that state's funding accordingly. The
situation in North
Dakota is unfamiliar to me. This is the only explanation I have unless North
Dakota
is out of compliance with some Federal regs.
