One aspect we should also remember is that each additional requirement is
the basis for some extra discrimination. In Québec, their is a first-aid
course required for 1 worker for the first 50, plus 1 worker per hundread
extra. The 2-day course includes CPR and a few other ressuscitation
techniques.

There are people who are not strong enough to move an unconscious person,
and there are people who are afraid of blood. With optional training, these
people just can't be part of the "selected few". If training were to become
mandatory, these people would be excluded from their job.
