ABC for Health, Inc. POSITION DESCRIPTION
Position        Outreach Worker/Health Benefits Counselor
Supervisor      Dan Hayes, Health Benefits Counselor Coordinator, ABC for Health,
Inc.
Hours   Full-time (37.5 hours per week)
Program Timeframe       March 1, 2001 - December 31, 2002
Salary  $24,000 - $32,000, depending on experience
Fringe Benefits Eligible for ABC fringe benefit package, including health
insurance, disability insurance,cafeteria benefits and retirement benefits,
generous vacation leave
POSITION SUMMARY
Provide information and referral, counseling and advocacy services to assist
primarily Latino families with children at a risk of receiving inadequate
health care to obtain health care financing through public programs,
insurance and HMOs. Assess the need for legal services in consultation with the attorneys and other Health Benefits Counselors, and assist with
case-related tasks for those cases which are taken on by the attorneys.

DUTIES AND RESPONSIBILITIES
*       Conduct initial intake interviews with individuals requesting assistance at outstationed locations and home visits throughout Dane County, identifying the problem and the relief desired, and collecting information necessary to determine eligibility for assistance programs and to prepare caseload statistics.
*       Provide clients with information, referral and counseling to help them identify financing resources, obtain public health benefits such as Medical Assistance, and maximize benefits available under health insurance and HMO plans.
*       Provide intensive Health Benefits counseling for families, including
technical assistance in utilizing insurance and public benefits programs.
*       Advocate for clients by intervening on behalf of families before agencies offering public benefits, insurance companies, HMOs, and health care creditors; assisting families to file complaints with the Office of the
Commissioner of Insurance; assisting families to follow HMO internal
grievance procedures and to pursue disputes with insurance companies;
representing families at administrative hearings on denial, reduction or
termination of public benefits that provide financing for health care.
*       Report on case status and disposition at weekly case meetings with attorneys and legal interns, and compile statistical reports on client
services for grant reports.
*       Participate in training, publications, and fundraising activities of ABC for Health.
*       Publicize the availability of Family Health Benefits Counseling services. Work cooperatively with community health and social service agencies and providers on individual cases and on larger group issues.
*
*       KNOWLEDGE AND SKILLS REQUIRED
*       Fluency in Spanish
*       Drivers License with a clean driving record
*       Access to a reliable vehicle a plus
*       Familiarity with major health and social service programs.
*       Familiarity with community's health and social service programs.
*       Ability to analyze eligibility requirements of public programs and
provisions of health insurance policies and HMO plans.
*       Ability to provide effective advocacy for clients.
*       Good communication and counseling skills.
*       Ability to speak before groups and to prepare oral and written reports.
*       Ability to work with community groups and coalitions.
*       Ability to work independently.
*       Computer literacy and good clerical and organizational skills.

Primary Project Connecting Children to Health funded by the U.S. Public Health Service & Wisconsin DHFS

Salary  Up to $23,000 depending on experience

POSITION SUMMARY
Provide clerical support for non-profit law firm representing consumers in
health care financing disputes. The administrative assistant performs
routine office work such as phone answering, copying and collating training
materials, composing correspondence, data entry, maintains the library and
filing systems, helps with mailing list and client databases, and assists
with arrangements related to training events.
DUTIES AND RESPONSIBILITIES
*       Maintain administration files and the central information resource files, and assist with data entry of case information into the client statistical
reporting database.
*       Review, code, and file information and publications in the library and resource files; maintain public benefits programs manuals and handbooks; periodically review and update resource files.
*       Coordinate travel and meeting schedules for the Health Benefits Counselors as necessary.
*       Provide callers with brief information, referral and counseling to help them identify financing resources, obtain public health benefits such as
Medical Assistance, and maximize benefits available under health insurance
and HMO plans.
*       Attend monthly HealthWatch meetings, take minutes and send to committee
*       Participate in training, publications, and fundraising activities of ABC for Health.
*       Assist with mass mailings and maintenance of the mailing list database.
*       Provide clerical support related to client casework
*       KNOWLEDGE AND SKILLS REQUIRED
*       Excellent clerical and organizational skills, attention to detail and
accuracy.
*       Ability to type 50 wpm, knowledge of Microsoft Word for Windows, andcomputer literacy.
*       Familiarity with standard office equipment.
*       Familiarity with accounting principles and office operations.
*       Good communication skills, excellent grammar and spelling.
*       Ability to handle pressured situations, manage multiple tasks, and workindependently.
*       Spanish language skills a plus.
