We have two relatively inexpensive tv tuner/capture cards that
work well. One is a Hauppauge WinTV card and the other is an ATI
All In Wonder Pro. The WinTV only works in one direction as it
won't send back to the VCR. The ATI can also write back to the
VCR. If you're using Win2000 you'll need the Radeon All In
Wonder, which is a bit more expensive. The WinTV works fine with
Win2000.

Haven't looked at prices on the WinTV lately, but I think you
can get it for $100 or less. The All In Wonder runs from about
$150-$250 depending on whether you need the Radeon or not.
