This usually indicates an improper ground.  Check the power outlet first.
Get one of those tester plugs with status lights to check the polarity and
grounding of your client's outlet.

Next, as Jun Qian said, check the power supply for grounding and shorts.
Use a multimeter and have someone at the power switch on the outlet or
power strip. Do not rely on the switch on the computer... the power comes
out of the wall outlet, through the power supply to the switch. The power
wires are live even with the switch off.

Take the opportunity to do a system clean out; who knows what you'll find
inside the case that may cause a short.  Good luck.
