Mary,

If you believe your sister has recovered from her disabling condition,
you may wish to contact social Security and suggest a disability review
and offer your assistance.

The ticket to Work regulations are about 200 pages long.  the program is
incentive based rather than punitive.  People will have more options and
resources available to them apart from the state vocational
rehabilitation system.  usage of the tickets is totally voluntary and
benefits are not effected if tickets are not utilized.  Of course, the
expectation of participation in a vocational rehabilitation program still
apply.
