I'll answer both questions.

Who:
1.  LBJ:  Lyndon Baines Johnson.  36th President of the United States.  He
succeeded John Fitzgerald Kennedy (JFK) to the Presidency after Kennedy's
assassination on November 22, 1963.  In 1964, he was elected to a full four
year term in the largest popular vote in modern US history.

What:
2.  LBJ:  Little Brown Jobs -- colloquial birdwatching reference.  Sometimes
small birds are unidentifiable to the birdwatcher due to various reasons,
from poor lighting conditions, thick foliage the bird happens to be in at the
moment, to the distance the birdwatcher is from the bird.  These birds are
sometimes referred to as "little brown jobs," or LBJs.  They are also called
"little brown birds," or LBBs.
