A computer cluster is when several servers act as a pool. Any one server
failing will not be noticed by the client computers on the network. When a
server fails, the remaining servers in the cluster will continue providing
the service. This is different from mirroring which is a failure protection
scheme. To implement a cluster, the operating system must support such a
mode. The VMS operating system from Digital, for example, supports clusters.

With NT, there were several projects to implement clusters. The Microsoft
project was Wolf pack, and Novell had a project called Wolf Mountain (or did
I get them backwards). I can't help you with the current status of those
projects as I have not followed them lately.
