You don't say if you own the right of way between the two points.
I would research what local common carriers have in your area.
A point to point T-1 can be very reasonable when compared to the cost
of centralizing facilities, etc.  As price is a local issue, you need
to start investigating vendors before considering solutions.

The poster should look for an RS-422 line driver.
The RS422 standard can work with UTP cable up to
10 miles (16Km) long at speeds of 128Kbps.
