You might want to take a look at Webcam32 at
http://www.surveyorcorp.com/webcam32.  It has streaming video, its own
server and I think it can be configured to do things like just take pictures
whenever the image changes.

go to the WEB server? I saw on the news where some day care centers allow
parents to view video over the WEB.
