Your files are located a bit differently than the example from Exabyte
below, but moving the .DLLs up the tree one notch or adding your .DLL
directory to the path statement might be worth a try. HTH, Anthony

Occasionally during a software installation, a hardware key does not
get entered correctly into the
registry. As a result, Seagate Backup does not know where to find its
dynamic link libraries (DLL)
files. You can solve this problem in either of two ways:
Copy all the DLL files from this directory:
C:\PROGRAM FILE\SEAGATE\BACKUP EXEC\SYSTEM
to this directory:
C:\PROGRAM FILE\SEAGATE\BACKUP EXEC
or
Edit the AUTOEXEC.BAT file, and insert the following line:
PATH=%PATH%;C:\PROGRA~1\SEAGATE\BACKUP~1\SYSTEM
