Raymond,

The PC should boot with any available DOS boot disk.

The error message clearly indicates that the PC is reading a
disk drive (which rules out hardware problems)
but there are no system files on the disk.  (which means it
is an OS Installation problem).

The question that still remains is.....
what disk is the PC tryinig to boot from? A or C?

I think you have one of two problems.
A. The boot disks you are using are no good.
     Take the DOS disk to a working PC and see if it will
      boot from the diskette. You should end up with a DOS prompt.
B. The PC is still trying to boot from the hard drive.
     Recheck your BIOS settings.  Make sure that it points to the
     floppy first.
