sounds more software than hardware, but hardware issues are still possible.
I'd check programs to load up at boot and background first.
press ctrl-alt-del to bring out task manager, you can close few background
programs to see if system speed improved. you can also run MSCONFIG from
start button-->Run, that will show you what have been load at start up,
uncheck (clear) few you don't need (eg. Anti-virus) to run all the time.
Last, if you have a network card, you may experience slow boot into windows,
the only solution for this problem is to change another (different
mode/brand) card.
