I have no idea if chlorine could be a problem, but if you become
convinced that it is, you might look into an ozonator system for the
pool. I'm sure they're not cheap, but compared with the cost of
driving to a lake or the ocean many, many times over years, not to
mention the inconvenience, it might be worthwhile.
In the meantime, remind him to avoid swallowing any pool water.
