U.S. Files Arrest Warrant for Pilot

WASHINGTON -- U.S. prosecutors filed an arrest warrant Tuesday for a West
African pilot who has been in custody since the Sept. 11 attacks, accusing
the man of lying to immigration officials in Florida about his right to
remain in the United States.

In an affidavit accompanying the arrest warrant for Jean-Tony Antoine Oulai,
34, a U.S. immigration investigator said that Oulai lied during a Sept. 14
interview about living in the United States as a resident alien.

Records showed that Oulai entered America in October 1995 on a student visa
but had not attended school since 1998, said Russell Spruance, an agent for
the Immigration and Naturalization Service.

In Florida, Oulai earned a pilot's license and a bachelor's degree in
mechanics at Embry-Riddle Aeronautical University. His family has said Oulai
worked sporadically as a cargo plane pilot in the mid-1990s before starting
a small business.

Oulai has been held as a material witness since he was arrested Sept. 14 at
Jacksonville International Airport. Airline employees searched his luggage
and discovered flight manuals, a stun gun and what the government said were
Arab-language writings.

Prosecutors have acknowledged in court papers that they have no evidence
that Oulai was involved in the Sept. 11 hijackings or other terrorist
activities.

Oulai is being held in Alexandria, Va., along with Zacarias Moussaoui, the
only defendant charged in the Sept. 11 attacks. Moussaoui's lawyers have
asked for permission to question Oulai to determine whether he has
information helpful to their defense.
