Department of Health and Family Services (DHFS); Division of Supportive Living,   Bureau of Quality Assurance (BQA),   Madison.  The Bureau of Quality Assurance (BQA) is responsible for directing state and federal regulation of health and community-based care providers and suppliers through survey, certification, enforcement and technical assistance activities. The Bureau operates with 290 staff assigned to six regional offices statewide. The annual budget exceeds $21.6 million. Starting salary is $52,611 to $81,548 per year depending on qualifications, plus   plus  excellent fringe benefits.   A two-year continuous trial period will be required.

JOB DUTIES 

As a critical team member, this position functions as the Bureau's Chief Operating Officer and may assume leadership of the Bureau when the Director is absent. This position is responsible for management and coordination of complex and diversified administrative functions required for operating the Bureau of Quality Assurance including establishing, maintaining and improving the operations infrastructure. Position responsibilities include, but are not limited to: direction of Bureau fiscal, personnel and information technology functions; technical supervision of the Bureau's Section Chiefs and administrative services staff; development of program policies and procedures; forms, records and process management; federal and state performance standards compliance monitoring; and oversight of the Bureau's strategic planning process. This position also serves as the Bureau's primary IT consultant and liaison.

KNOWLEDGE AND SKILLS 

Extensive knowledge and skill in modern management and leadership practices, budgeting and accounting principles and information technology/systems concepts and management. Ability to direct and manage highly complex state and federal budgets; ability to coach, mentor and direct senior managers and to assist managers with their budgets and fiscal problem solving. Ability to integrate complex fiscal, personnel and IT systems; solve multi-faceted problems; perform complex fiscal analysis; and accomplish strategically planned goals. Ability to use data for management and outcome measurement purposes. Ability to develop, implement, manage, evaluate and reengineer highly complex systems and projects. Ability to establish and maintain effective working relationships. 

Well Qualified Applicants: We are especially interested in applicants with strong leadership skills and extensive management experience especially in the areas of budgeting, fiscal analysis and systems evaluation and improvement.

For applicants who do not have Career Executive status in the classified state service:   Apply with an  Application for State Employment form  (DER-MRS-38), a detailed resume and up to a four-page paper addressing your education and experience in the following areas: 1) managing health care/human services programs including program planning and development, policy development activities and funding mechanisms (include training and experience developing and monitoring biennial and/or operating budgets); 2) developing and implementing long range and short term strategic plans for larger systems services and monitoring and/or evaluating them to ensure their effectiveness in meeting goals; 3) developing and maintaining and/or directing the development and maintenance of management tracking/data systems (include the size of the data system(s) in terms of the number of variables and sources of data and how the information was used for outcome measurement purposes); and 4) supervising others including the number, type and level of staff supervised and your specific role in personnel actions.
