I'm sorry for the terse answer. I was refering to the freq. of the
oscillator which moves the electron beam from left to right, to form
one line. This line is started by a sync pulse, which in your case
appears to be out of phase with the oscillator, allowing you to see the
blanking interval, instead of it being hidden.
As to adjustment, possibly your unit has a coil to set frequency, which
may be slightly off.
The higher the refresh rate the harder it is for the osc. to sync up.

Could someone be kind enough to explain the term sweep rate to me?
In regards to the monitor in question, it is also a compaque , that came
with
the computer, how would the sweep rate become incompatable, and how can
it be
adjusted?
