A delay of this amount during bootup sounds very much like you have a NIC card
installed that is waiting for a network server to give it an IP address.

Go to "Control Panel -> Network". In the list, see if TCP/IP is bound to
your NIC card. If so, and you have no need for it (like internet connection
sharing), then just delete that binding. If you do need it, then in the
TCP/IP properties for that binding, make sure you assign a static address,
do not have it find one, this is what takes the time, it is waiting for
a non-existent DHCP server to respond.
