Bill,

The short answer is that Free System Resources
has very little in common with free system RAM.
System resources include things like the swapfile,
disk caches, stacks, and heaps, (to name a few)
as well as RAM.  Even CPU utilization (how busy
it is) affects the available resources.

If you need anything more in-depth, then I defer to
our more learned gurus.
