DVDs, decoding and movies

Witha 733mhz PC, should I be concerned whether the DVD comes with hardware decoding or software decoding.  I had heard that on slower PCs (under 550mhz), software decoding was no good...you'd get a lot of skips.
DELL stopped offering hardware decoding except for their most expensive sytems, and I wanted to know whether that is still an issue.
