Last night, I received a new computer with all the symptoms you described
(hear parts running and lights blinking but nothing on the monitor).
I my case, the video card was loose. I opened the case and pushed the video
card in a little tighter and that did the trick.
If this isn't the case for you, tell us if and what kind of beeps or alarms
your computer gives when you start it up.
