WinMe CD is bootable and does support format (not sure about retail version,
but all OEM version are fine). Try delete partition and leave the harddisk
unpartitioned, boot from winMe CD, let winMe does the job.
I can partition 75G harddisk with windows FDISK, so don't know where is the
30G limitation come from.
