I have bought a couple of USR/3com used modems from this site:

I got external Courier V everythings for around $50-60
I see he has some internal couriers now for $50 or so.
I've only ordered once, but he seems pretty on the ball.
Couriers are USR's high-end modems and are flash upgradable, so you
can't go wrong.
also you can pick up hardware ISA modems on Ebay fairly easily.
