LEGAL RESIDENCE WITHIN THE CITY OF MADISON IS A

CONDITION OF EMPLOYMENT FOR THIS POSITION

Salary: $2,866 monthly

General Responsibilities: This is professional and administrative work in developing and implementing a community outreach, training, and information dissemination program for the Equal Opportunities Commission (EOC). The work involves a wide range of  community outreach, public relations, and training program coordination activities,  including the preparation of training materials, the presentation of training to diverse groups, and  the coordination of outreach and training activities by other EOC staff. In addition, the work involves sharing client complaint intake and mediation/conciliation responsibilities with other professional staff in the
EOC's administrative office. Work is performed under the general  supervision of the EOC Director, who reviews the work products periodically for conformance with established goals, objectives, and standards.

Examples of Duties and Responsibilities: Provide community outreach,  training, and public relations services for the EOC. Provide, initiate, and coordinate outreach, public relations, and liaison to community organizations and governmental bodies. Establish and  maintain working relationships with community groups. Develop working relationships and make personal
contacts with key members of organizations, committees, task forces, and other related bodies to assess community needs and to provide equal opportunity information.  Collect, analyze, interpret, and share information gained through outreach and liaison  activities with the EOC Director and other staff relative to the types of discrimination being  experienced by protected group members and on changing community needs and perceptions. Initiate,  coordinate, and/or participate in programs and/or provide speakers to help promote an  awareness and understanding of discrimination issues and the importance of diversity.  Participate in community events to provide information and materials about the EOC Ordinance and  the services offered by the Department. Make informational presentations on radio and television  as requested, and provide general information to the print media regarding EOC-related  programs. Coordinate
activities relating to surveying the need for and developing funding for  special one-time and/or on-going programming on the City's public access television station.  Coordinate the agency's education and technical assistance program on Equal Opportunity and  Affirmative Action laws
which is directed at community groups, private, employers, landlords, housing managers, rental agents, EOC staff and Commissioners, and the general public. Research information and develop and/or assemble prepared educational, training, and public relations components for
workshops, seminars, conferences, information fairs, etc. Make presentation s and conduct training. Arrange for and coordinate the activities of other staff and/or Commissioners relative to making presentations, conducting training, and performing outreach activities. Establish and maintain outreach, training, and technical assistance records and provide periodic reports to the EOC Director. Plan and implement public relations activities such as the  community diversity outreach program to provide a positive image of the EOC and its programs and to promote community harmony and diversity appreciation and tolerance. Coordinate and/or participate in special projects such as conferences, seminars, workshops, or other special initiatives.
Participate in grant funding efforts. Work in cooperation with the EOC Executive Assistant to seek appropriate grant sources and to prepare grant applications.  Participate in the evaluation of grant-related performance. Participate in complainant intake services. Interview prospective
complainants over the phone and in person and determine whether the allegation constitutes a complaint of discrimination as defined by Madison's Equal Opportunities  Ordinance and Rules of the Commission. Make referrals to other agencies as appropriate and respond to questions
about the complaint process. Draft, witness and notarize complaints.  Review relevant rules and ordinance procedures with complainant at intake. Perform related work as required.

MINIMUM QUALIFICATIONS REQUIRED AT TIME OF APPLICATION:

Knowledges, Skills and Abilities: Knowledge of community outreach and training principles and practices. Knowledge of pertinent equal opportunity and civil rights  laws, standards and programs. Working knowledge of the principles and practices of relevant dispute resolution alternatives and techniques. Some knowledge of grant funding principles and practices. Ability to conciliate related disputes between parties. Ability to collect and  analyze pertinent information. Ability to communicate effectively both orally and in writing; to develop and implement training programs; to inform and persuade individuals and groups; and to prepare settlement documents. Ability to develop and maintain effective working relationships with individuals and groups of diverse backgrounds. Ability to maintain  adequate attendance.

Training and Experience: One year of professional (or para-professional)  experience in resolving disputes and/or providing community outreach and training  services involving equal opportunity issues. Such experience would normally be gained after  graduation from an accredited college or university with a Bachelor's Degree in the social sciences, public relations, education or a related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledges, skills and  abilities necessary to perform the duties of this position will also be considered.
