I've seen this before, particularly when the mouse is moved, right?
Basically, activity on the video card is causing a little bit of
electomagnetic "noise", and some part of the sound card is acting as
an antenna, picking this noise up and amplifying it.
I can think of two things that could help:
1. See if you can move the sound card further away from the video
card. The radiated noise is a pretty weak signal to begin with, and
(thanks to the miracle of the inverse-square rule) it drops off
rapidly with distance.
2. There shoud be a "bulge" near each end of the cable which
connects your monitor to the PC; this contains an "RF choke coil"
which suppresses noise that would otherwise radiate from the cable.
If there's no bulge, replacing the cable with a higher-quality one
may help.
If neither of these works, you might consider replacing one card or
the other. A new sound card would be cheaper, but I'm used to seeing
Trident cards at the low end of the market, and so a replacement is
likely to be a nice upgrade generally, as well as clearing up this
problem.
